Training in 2027: new standards, regulation and competences to develop

What has changed in quality, auditing, privacy, cybersecurity and artificial intelligence, and how to turn these changes into priorities for training in 2027.

⏱️ Estimated reading time: 9 minutes

Planning training in 2027 starts with a question: what has changed in the organisation’s standards and frameworks, risks and responsibilities?

ISO publications, ENISA’s threat landscape and European and national legislation help identify different needs. It is important to distinguish between published standards and frameworks, whose changes need to be analysed; applicable obligations, which require preparation for the responsibilities involved; and draft standards, which should be monitored without treating their requirements as final.

The aim is not to train everyone in the same topics, but to understand who needs to make decisions, implement, oversee or assess, and which competences they need.

NIS 2 in Portugal: Is appointing a cybersecurity officer enough?

Portugal’s new Cybersecurity Legal Framework distinguishes between the responsibilities of management bodies, the cybersecurity officer and the permanent point of contact. But how can organisations determine whether these functions are effectively coordinated?

For organisations subject to NIS 2 in Portugal, appointing a cybersecurity officer, identifying a permanent point of contact and communicating the required information to the competent authority are important steps towards compliance.

Can it therefore consider its cybersecurity governance arrangements to be adequately established?

Not necessarily. The formal appointment of responsible individuals is only one element of the governance model.

Decree-Law No. 125/2025 of 4 December, which transposes the NIS 2 Directive into Portuguese law, distinguishes between functions that must be coordinated but do not carry equivalent responsibilities.

NIS2 and ISO/IEC 27001: the same obligation or two different requirements?

NIS2 and ISO/IEC 27001 share a common vocabulary: risk, controls, incidents, responsibilities. But they do not have the same nature or the same purpose. Treating one as a substitute for the other is one of the most frequent misunderstandings, with practical consequences for organisations and professionals.

The entry into force of NIS2 reinforced an idea that many organisations already knew, but did not always treat with the necessary priority: cybersecurity is no longer merely a technical concern and has become a requirement of governance, risk management, operational continuity and management accountability. At the same time, many entities already had, or are preparing, information security management systems based on ISO/IEC 27001. This raises a frequent question:Is complying with ISO/IEC 27001 the same as complying with NIS2?The answer is clear: no. NIS2 and ISO/IEC 27001 are not the same obligation. But they are deeply related.
